My QUESTION is, do we need to set this parameter for all our connected accounts or only for the ones outside our region?
To fix the error, you only need to set it on account outside your region.
However make sure you understand the implications of using on_behalf_of, as explained here: https://stripe.com/docs/connect/destination-charges#settlement-merchant

Thanks for this makes sense, is there any way we can charge our connected accounts for stripe fees and not us(platform)
