The transfer_data field, more specifically the destination field within it, is used for routing the application fee. Please bear with me a moment while I double check if you can control how much of the payment is transferred, and if so how.

I don't believe it's currently possible to have an application fee that is structured by combining both a flat rate and a percentage, it seems like it is currently one or the other.

Is your Payment Link for one-time prices, or are they for subscriptions?

If the latter then you can use application_fee_percentage but for one-time prices you'd use application_fee_amount

Did you try setting application_fee_amount or application_fee_percentage on a Payment Link in test mode?

yes I have done it, it works, but what I need is that it is always the same regardless of the type of price
