hi there! you can configure customer portal settings from the Dashboard or API: https://stripe.com/docs/billing/subscriptions/integrating-customer-portal?platform=API#configure
In the Dashboard, you should see a setting for "Allow customers to switch to a different pricing plan". This looks to be handled with features in the API: https://stripe.com/docs/api/customer_portal/configuration#portal_configuration_object-features
