Okay, I think the Checkout Session creation should not succeed either here and it's a bug. I'd recommend writing in and mentioning you spoke to me (with the same relevant request id and checkout id) and we can investigate further. I'll also report separately

Just to confirm, the bug is in the creation of the payment link? or is it that the checkout session should not allow the use of on_behalf_of?

My gut tells me Checkout shouldn't allow this, but I'm not deeply familiar with fund flows and Mexico restrictions
