Yes it's default behavior. Do you know customer email beforehand? If yes you can create a Customer then pass the Id into Checkout Session to ensure it will be reused.
No, Because on checkout page . It will depend on user which email address or cc info they want to use.
So i can't pass email id before.
Actually i tried that way too, but on checkout page it was readonly. user was not able to edit the email address.
Because sometimes wife pays the payment using husband's credit card .
Well in that case it's expected to be 2 customers for wife and husband xD

but when there is same email id then why it creates multiple customer ?
It's how the API works. Unfortunately I don't think we will change the behavior the other way around. Btw In Dashboard you have a tab "Guests" on customer and it groups customer with same emails and payment info
