An account must be connected in order to transfer to it from your platform

Well we have this situation.
We are a site that receives payments and we want to make the charges to another account that is not connected, but in this process, for each purchase we receive a certain amount and the rest goes to the account that is not connected but we know its keys.

Yes you can connect an existing account via OAuth.
Are the accounts in the same country?
They will have to be in the same region to be able to transfer funds in this way.
As that is a requirement of Separate Charges & Transfers
