since migrating to SCA we are having constant issues relating to setupintents & MOTO transactions 😠

Once MOTO is enabled on your account, you need to explicitly set payment_method_options.card.moto:true to use MOTO on a PaymentIntent.

Yes exactly. Make sure you are logged in your Stripe account.
