seems to me like that account (acct_1JcBUh2SLVpwx2jZ) doesn't have that method activated
it's a Custom account so you have to use the Capabilities API to onboard it to the payment method
those settings you screenshotted are just for configuring if the method is available in Checkout/PaymentElement if they're available for the given purchase, but the account has to be onboarded to the method as a pre-requisite to make them available
Right, that makes more sense. Ideally the Dashboard UI would be reflective of whether a payment method was "onboarded"! Could you pass that feedback down the line please?
