Looking at the request you shared, I see that the platform account create a charge on a connected account, and the charge failed "Your card has insufficient funds.".

Can you clarify exactly what is your question?

Specifically why there's no on_behalf_of property in the payload
When you created the charge you didn't set on_behalf_of
