hi! you should be seeing some way of adding a bank account in the onboarding flow.
it might not look like that screenshot since it's using our Financial Connections product to connect US-based bank accounts and maybe you're not in the US or it's a beta or partial rollout(I don't really know exactly), or like you say maybe that's only used in livemode

I don't have a specific answer for you about why you get the manual flow and not the new Financial Connections-based flow, there are a few possibilities but I don't know I'm afraid
