As far as I know, bank payouts are only supported within the US, but I may be wrong.
that sounds quite odd.
So anyone who has a stripe connect account outside usa can't get paid or make payouts?
That's not correct

You can pay out and have multiple settlement currencies depending on the country

I noticed that India uses IFSC code.
what if someone in india is using a SWIFT bank ?
Oh and test account #'s doesn't seem to work on local

yup! I believe that's the problem ๐ - that's why it keeps recommending one of the US account numbers

and do you get the same with 000123456789? (Sorry for all the testing i'm asking you to do, i'm pretty sure our docs are wrong so I'm just chasing down what the right value should be)
