As far as I know, bank payouts are only supported within the US, but I may be wrong.

So anyone who has a stripe connect account outside usa can't get paid or make payouts?

I noticed that India uses IFSC code.

what if someone in india is using a SWIFT bank ?

Oh and test account #'s doesn't seem to work on local

Hm I'm not sure about different bank account codes like SWIFT in India. For questions related to that I'd contact support: https://support.stripe.com.
