If I do the same call in the sandbox, with the same data except using the test bank numbers, the account is created as 'complete'

Can you please email in to support and mention my username so that I can continue to look into this for you? It seems like either the tax id should be settled or you should be notified about a pending/failed verification, but neither appears to have happened here.
