This is the request you used to create the Express account: https://dashboard.stripe.com/test/logs/req_i6tlZuXb4UWOk7
There you didn't set a country, so by default the country is your own country (CA): https://stripe.com/docs/api/accounts/create#create_account-country

So use will not allow to select the country from dropdown

Yes, that needs to be set in the API call if you want to change the default value (CA).
