I don't think that Radar can affect what information Checkout asks for but can double check.

Unfortunately this is not possible. Radar only has rules that present 3DS, Allow payments, Block payments, and flag payments for your review. Also the info that Checkout asks for is entirely determined by the payment method that the user chose

To change what you collect based on what is entered, you would likely need to make your own form with Elements and have it dynamically change to collect info based on your rules
