So, I don't think it's ordered exclusively due to address. Address will affect what payment methods are shown though.

There are a lot of different reasons for the order AFAICT. For example, Apple Pay and Google Pay require in the TOS that they be shown at the top of a payment form for some countries. Other than that, I believe cards will always show first, then other less-common payment methods.

It looks like there's a lot internal logic that goes into figuring out which payment methods are most relevant in any given scenario, so I don't think there's a simple answer to your question

Yeah I didn't think this would be so simple. Aside from the criteria to enable different payment methods, I imagine there is a LOT of data/logic that goes into determining what should be shown first to increase the likelihood that a user will see their preferred method of payment.
