i'm a bit confused, how are you trying to refund? are you attempting to do it via the API?
If you're trying to do it via the Dashboard, you won't be able to refund until the payment is processed. If you try and do it via the API, the refund would only be processed only after the payment process completes.
in short, you can't cancel it, the refund would be done after the payment process completes
