You can create an invoice and Stripe will automatically use the available customer balance to pay the invoice.

By default it's not possible to create unlinked refunds with Stripe. You need an existing PaymentIntent or Charge ID to do a refund.
However you can ask your question directly to Stripe support here, they might have a solution for this: https://support.stripe.com/?contact=true
