not even an account id for the connected account or anything? without more information it's really hard to know where to look
Client says hit continue, nothing happens. Could a popup blocker be issue>
It really could be anything - again, it's hard to just guess what it could be without any more details. If you have more details I'd be happy to look, but right now there isn't anything for me to look at

so when hit Continue something pops up really quickly and disappears right above the continue button and we can't see

There still aren't really enough details to dig into what the issue could be - it could be that they're blocking the requests from being made to stripe, it could be something to do with their popup blocker like you mentioned, it's hard to tell. Again, are you able to check the console and see if anything is logged there? Do you have their account ID so I can take a closer look?
gotcha, so you're using oauth flows to onboard accounts then
so they signed up on the main stripe page
before trying to create a connect account with us

They should be able to provide their account ID to you - they would find it in their dashboard.

They shouldn't need to close the account - they can just go through the onboarding flow again but with a different email address.

I'm heading out - but if you have more issues with getting your user connected to your platform with the new account you should contact support (https://support.stripe.com/contact). They're better equipped to help with issues during account creation
