I think I see what's going on (think it's related to this creating a subscription rather than processing a single payment) but am running a quick test to confirm.

Previously I was getting an intent ID for new subscriptions

Do you have an example of that? I'm looking back through your events now, and so far all of the checkout.session.completed events that relate to a subscription being created don't have a Payment Intent. This also aligns with the behavior that I saw while testing.
