Hello, it is definitely valid to not need card_payments on your connected account. You can reach out to our support team about getting your platform enabled to create Account's with just the transfers capability https://support.stripe.com/?contact=true

That is strange. We should have some way to designate that your platform can do that. I will reach out to my colleagues to confirm what should happen here
As a quick question, will your platform or your connected accounts be the merchant of record for these payments?
Like are you directly charging from your platform and also the user will see your platform name on their bank statement? Or are you looking to charge as your platform but make your connected accounts the merchant of record?

Ah yes, if you retake that I think it should designate your platform properly so that you can only request transfers
