Unfortunately it is hard to say what is happening here. SetupIntents at the moment largely rely on our machine learning networks and often don't reach out to the bank but if one is approved, the number should at least be valid. The exact error that that PI got back is invalid_account and unfortunately there is not a good way of diagnosing that other than the cardholder reaching out to the issuing bank, all that we can see on the Stripe side is that the bank declined us with that code when we tried to charge for that payment.

This has happened dozens of times, if not more. Doesn't this suggest the problem might be on Stripe's side? Is there any other advice or suggestion you can provide to resolve this?

Our support team may be better able to look in to the specific cards/charges. From the basic description of your flow it doesn't sound like you are doing anything particularly wrong on the Stripe side, a card set up with a SetupIntent should work and be valid, there are some times when that doesn't work. It could be the ML network making the wrong call or it could be bad luck and the accounts were actually invalid on the bank side by the time the payment was made
