So it's because this invoice is in draft. Once it's finalized, the credit should apply

This is the same behavior as without test clocks since a draft invoice can technically be in a draft state indefinitely

#

This is so the credit could be used before the draft invoice is finalized

I think it's just because the credit hasn't been used yet and upcoming invoice is a preview
