@lofty creek it's really the same as a normal card bank decline: we try to charge their bank account and then the bank might block the payment or they might not have sufficient funds, etc.
You definitely shouldn't fulfill with processing. It takes multiple days to get a confirmation of the success of the failure and you should account for that and always wait for the success/failure event
