I know that proration is done with quantity based items, I just want to confirm the process with price items that are metered (i.e. not quantity based items)

From my testing, it looks like the metered usage will not be prorated

Yes, so what happened was with the following price configuration;

Graduated pricing

tier 1;
from: 0
to: 300

tier 2;
from 31;
infinity

metered pricing

When starting a subscription in the middle of the month the usage for this price is obviously 0 (which is logical) but the amount for tier 1 should not be 300 it should then be 300 * remaining time left of the month. So in the middle of the month, tier 1 will then be up to 150 instead of 300

Is this possible?

Unfortunately I don't think we support prorating pricing tiers like that. I am trying to think of how else you might be able to accomplish that, though I don't think it would be easy.
