can you share which doc you are following exactly? Our main recommendation is to always use PaymentElement which abstracts this away

I am using this doc : https://stripe.com/docs/payments/ach-debit/accept-a-payment?platform=web. Currently we don't use PaymentElement as we have custom form

Okay I reproduced. Definitely looks like a bug. I'll flag to our product team to work on a fix. You can also contact our support team to report it and they can follow up once it's fixed
