but what you mean exacly by approval? because i had another platform account and dont recall going though that process

You need to talk to our support team to be allowed to do what you are trying to do

Right now you are using https://stripe.com/docs/connect/cross-border-payouts#supported-countries to create Argentina-based accounts with only the transfers capability. This requires approval from our support team so that's what you need to talk with them about
