No worries, and thank you for that ID.
I was able to reproduce the same error that you mentioned. When looking at the page that the API spec links to for available countries, I see that India is listed as a PREVIEW, so the ability to create accounts in that country may not be widely available yet.

Right, but if you look at my screenshot, I clearly have India enabled as a country
AND i was able to do it from the dashboard, so I have to believe it's possible via API

Looks like your dashboard request created a standard account that's why it succeeded
Express accounts are not yet supported
