Like if my users donate to me on KoFi with the acc payout to my Stripe acc. I wanted to payout my money on Stripe to my Touch and Go EWallet. Is it possible

Payouts now can only be done to external bank accounts

Or when someone buy a order and I let them to paid out to me using Stripe, now my money is in Stripe but I wanted to payout to my Touch and Go (TNG) Ewallet, it isn’t possible

your Stripe Balance can only serve for either internal transfers (if you are a Platform and you want to pay your Connect Accounts) or for payouts(to your external Bank Account)
