So when cloning this Payment Method Stripe tried to validate the card with the bank, and it was declined by the bank.
For questions about declines, I would recommend to ask Stripe support directly here: https://support.stripe.com/?contact=true

so it's the issuer bank's problem, right? Or all unionpay cards will have same problem?

I don't know, that's why I recommend asking Stripe support. They know a lot more about declines than we do here on Discord.
