Ok. With destination charges, the platform will be responsible for refunds, so am confused what you mean by "We have some cases here when a user issue a refund from a connected account"

But to answer your question, refunds can only be issued against an account balance (can't draw direct from bank account)

You can't. You can reverse the transfer from the connect account through: https://stripe.com/docs/connect/destination-charges#issuing-refunds. If you want the connect account to be responsible for refunds and disputes though, you will have to use Standard Accounts with Direct Charges

Creating destination charges on your platform

With Connect, you can create charges on your platform account, take fees, and then transfer remaining funds to your connected accounts.
