hmm, when I see this in the past usually it's because the account is an high risk industry and we would need to review them, but in test mode that won't happen so they get stuck

you could try creating a new account but this time pick something like "Software" or "Florists" in the dropdowns for industry and see what happens to the account in that case, to see if that's the issue
