Yes, for example: Paris tour, the customer pays for the tour in my app, and the money goes to the person who sells the tour minus my app's commission.

I should be accepting payments and then pass the balance to the seller.

Setting up Stripe Connect requires some development work. But once done then customer would be able to pay the merchant and you would get a fee automatically.
