As the platform you are expected to manage this and create the locations/readers for those Connected Accounts using the Stripe Account header. See: https://stripe.com/docs/terminal/features/connect#direct-locations

Okay actually I'm wrong. These accounts can also do it themselves. They just need to go to the "More" dropdown when they are logged into their accounts and enable Terminal as a product.

The "Readers" tab won't show in the Dashboard until the Connected Account does this.

Then you or the Connected Account can create Readers/locations via the Dashboard.
