Unfortunately no. The guest customer is a catch all for when Stripe needs a customer record to exist but the API did not specify to create one.

I see - thanks for that info. Would it be fair for us to manually attempt to create a new customer and then attaching the payment method from the guest payments - would that essentially accomplish what I'm describing above (albeit in a more verbose process)

You cannot attach payments assigned to a Guest Customer to another customer.

Is that true even if the guest payments are "setup for future use" and have a Payment intent associated with them?
