Right now, Stripe Tax only works with Invoicing, Billing, Payment Links and Checkout integrations. Are you using one of the mentioned flows currently? For custom payment flows, you'll need to join the Orders beta.

your code is what we term a custom payment flow. If you want to see how the Checkout integration looks like you can view it here : https://stripe.com/docs/checkout/quickstart - ensure that the Prebuilt Checkout Page tab is selected
