a few details about our current process:
we have a number of connected vendors, who have clients. When a vendor requests that we refund a client, we do a transfer reversal. We await the balance transaction of that reversal becoming available, and then refund the payment to the client.

Note in particular:

To see the current reserves held on your account, perform a retrieve balance API call but for your own account (that is, not authorized as another user as in the above).

But this is not tied to an individual balance transaction directly as far as I know

is there a means you are aware of to determine what particular transactions are tied to a reserve?

There is not -- it's an overall state of your platform account
