Unfortunately we cannot really get into what AvaTax needs since we don't have insight into their code but the fact that one account works and the other doesn't suggests you should be able to figure out what is different between the two.

Can you examine the Price records being used in one and the other to look for differences?

Based on the error message "The price ... does not have a tax_behavior set which is required for automatic tax computation.", if I don't have automatic tax computation, tax_behavior shouldn't be nedded, right?

Interesting, even though I have the auto tax calculation turned off in the settings, the invoice generated still have that field on

ok I created a new subscription, and its first invoice shows automatic_tax.enabled=false. I'll see how it behaves then follow up if needed. Thanks!
