it's technically possible, you can call https://stripe.com/docs/api/files/create in a frontend app using your publishable key

we don't have any docs for it though and it's probably not exposed in the Flutter SDK you use so you probably will have to make the raw HTTP call yourself unfortunately

overall I'd suggest not doing it at all, you should be using our hosted onboarding instead and the web page will handle file uploads for you. (https://stripe.com/docs/connect/connect-onboarding)
