Interesting, for the working one I don't have that setting enabled. The opposite for the non-working account.

Yup that's definitely the issue then - automatic tax through Stripe is different than Avatax and requires additional things to be specified (like tax_behavior). If you want your accounts to be the same you should disable it for both
