You can update the invoice or payment intent to be for whatever amount you wish, but you must set this in your integration. There is no built-in support to automatically "pass on" the fees to the customer.

ok, so before the invoice is generated, we need the user to select which method of payment they want to use, and if by CC, then we add that amount to the invoice?

in particular, note that not all jurisdictions allow this, and you need to determine what rules apply to your business

If you wanted to do that, yes. Normally we'd recommend simply raising your price to cover the fees of all payment methods in your margin, but that's up to you to decide what's appropriate.
