This is indeed odd. Give us a few mins to dig into this further.
So it seems that this is due to the customer's bank just not providing support for 3DS, which is required due to SCA.
Have any of these customers talked to their banks?
That said, I do think it would be good for you to go ahead and write into our Support team here (https://support.stripe.com/contact/login) so that we can do some analysis on these banks and look further on our end for whether there is a better way for us to handle this. I know this isn't a good experience.
