It looks like you're using inclusive tax based on the other screenshot you shared, which is the reason why. https://stripe.com/docs/tax/faq#what-is-the-difference-between-inclusive-and-exclusive-tax

thats what i thought. theres is some stuff in the API docs that talk about chargin tax on shipping. i dont want this. just checking

Yep, that is only the case if you set tax_behavior on your shipping rates
