you're in Chrome so Apple Pay is never an option there
it will only appear as an option if you're looking at the page using Safari on a Mac/iOS device

https://js.stripe.com/v3/ -> this endpoint is absolute no matter if it was called Magento or another platform. It is the one who answers "null" for Apple Pay. The problem is not with Magento.
What are the cases for which it responds null for Apple Pay even in an iPhone from Safari?

I have registered the domain in the stripe dashboard with the association file and I have check th requirements
then I'm not sure , might be a configuration problem with the plugin
