it's not really possible for us to run a traceroute like that. You'd have to write to https://support.stripe.com/?contact=true in any case, we answer lots of questions like that.
What I would ask the hosting provider is to give them the specific timestamp you see an event evt_xxx failing delivery in your Stripe dashboard logs and ask if they see any incoming traffic from us(at these IPs https://stripe.com/docs/ips#webhook-notifications) at the time. If you were to write in and your case came to my team and I this is pretty much what we would tell you, though there's a little more debugging we can do with the exact URLs that are failing
