I get this error on my testing environment

Either you do not have a card saved to your Wallet or the current domain (...) is not registered for Apple Pay. Visit https://dashboard.stripe.com/account/apple_pay to register this domain.

Which makes sense since I can't register this testing domain since it's behind a VPN but I want to test my code for Apple Pay. Is there a way to do this?

I'm afraid this is not something that is supported as Apple does require domain registration.
