first thing I notice in your Payouts settings you don't have any CAD bank account configured

which means that you would never be able to get a CAD balance and all the payments will be converted to USD (your default and only account)

Ok, so that was my main question. If we add a Canadian bank account we should then be able to hold CAD funds and transfer them without an exchange, correct?

Ok, I think that will solve my problem. It just wasn't clear, my developer user account doesn't have permission to the see the bank account settings. I'll get that set up and test it. Thanks for you help.
