From the connected account dashboard account settings

I just tested, and I did receive a account.updated event on my platform account when updating the statement descriptor on a connected account.

Are you sure you have a connected webhook endpoint, and then it listen to the account.updated event?

I confirm that you have a test connect webhook endpoint on your platform listening to account.updated. So I'm not sure...
