I am not sure about it

but consider

we provide 1000 SMS free
later on every 1000 SMS I want charge $10

eg.
customer 1 uses 500 SMS so he pay only $25
customer 2 uses 1200 SMS so $25 + $10
customer 3 uses 4700 SMS so $25 + ($10 * 4)

like that

dont know how much customer will use SMS in current month

It looks like tiered pricing to me, can you take at the doc and see if it offers what you need?
