Go to your Dashboard here: https://dashboard.stripe.com/connect/accounts/overview

Stripe Login | Sign in to the Stripe Dashboard

Sign in to the Stripe Dashboard to manage business payments and operations in your account. Manage payments and refunds, respond to disputes and more.

Click "Create"

And choose the correct kind of Account

Then you will see an OAuth link to copy

No not if that user signs in with their current information. They are a Standard Account, correct?

They will be able to choose to either create a new account or Connect their current account.
