It looks like we actually have a section in our docs for this https://stripe.com/docs/tax/checkout#use-addresses-collected-during-checkout-for-taxes
So it sounds like you may just need to define a shipping_address_collection hash when creating this Checkout Session. Have you been doing something like that already?
